An AFSL is required for a business that includes: providing Financial product advice to clients. There are a number of these licensees in Australia, some are aligned with banks and others are non-bank aligned. The adviser then operates under the licensees advice scope which means that the adviser can only recommend what the licensee is licensed to provide advice on.
